The County of Pittsylvania is making an application to the Virginia Department of Housing and Community Development to amend the County's geographic boundaries and incentives in their Enterprise Zone 57B, which is jointly held with the City of Danville. The amendments recommended will provide for redistributing their allowable acreage to include different areas and amending the County's local enterprise zone incentives to encourage more economic development and job creation opportunities.  The Virginia Department of Housing and Community Development administers this state program and requires that communities that have joint zones require approval from each community when amending their zone.  Therefore Pittsylvania County is requesting a resolution from the City of Danville approving its proposed amendments. 
The City of Danville, Virginia, and Pittsylvania County share a joint Enterprise Zone designated as Zone #57B totaling 3,480 acres of commercial, industrial and vacant sites. The City's portion is comprised of 1,647 acres located on the eastern margin of the City, which includes Cane Creek Center, Blue Ridge Fiberboard, Airside Industrial Park, EBI and other companies located on Kentuck Road.

The amendment will remove properties that are currently designated in the zone, that do not benefit from the current Enterprise Zone Program, and will add those properties in and around the towns of Gretna, Hurt, Chatham, Blairs, Ringgold and Danville (Zone #24) to encourage economic growth for those areas and increasing Zone 57B to 3,840 acres, the maximum allowed by the program. 

The amendment for incentives will be more closely aligned to those currently used by the City for capital investment and job creation. The new incentives will lower thresholds for real estate and pay a higher reward for companies that pay higher salaries.

The County held two public hearings on May 14, 2019 and July 16, 2019 with its stakeholders to solicit comments on these amendments. The changes were approved by the Board of Supervisors on July 16, 2019. 
The Danville Office of Economic Development recommends that City Council approve the proposed changes to Enterprise Zone 57B and adopt a resolution authorizing its approval. The changes will be forwarded to the Virginia Department of Housing and Community Development for their official Enterprise Zone map.
