Subject:    Update to Sewer Use Ordinance

The Virginia Department of Environmental Quality has requested wastewater operators to update their sewer use ordinances and treatment terminology to current requirements.  Attached is a PowerPoint summarizing terms that have changed and treatment measures that have been added.  The items that have been added are the addition of metal limits that were not previously mandated in the current sewer use ordinance.  Also, pH levels have been increased to have a less acidic effect on sewer mains and wastewater treatment plants.

The purpose of the City's Sewer Use Ordinance in Chapter 34 of the Danville Municipal Code, is to regulate the use of public and private sewers and drains, private wastewater disposal, the installation and connection of building sewers, and the discharge of waste into the City's sewer system.  Also, to establish uniform requirements for direct and indirect discharges into the City's sewers, to provide for maximum beneficial public use of the City's wastewater facilities and to comply with all applicable state and federal laws including the "Clean Water Act of 1977, as amended," and the General Pretreatment Regulations (40 Code of Federal Regulations (CFR) Part 403). 

Staff recommends that Danville City Council approve updating the City’s sewer use ordinance to comply with current EPA and DEQ regulations.
