The City's wastewater plant operator, Inframark, has proposed amending the City’s agreement to accept biosolids from Chatham’s wastewater treatment plant for $0.005/gallon.   Inframark also operates the Town of Chatham, Virginia's water and wastewater plants.  Staff expects, that based on the Chatham plant's current volume, approximately 150,000 gallons would be delivered to the City's wastewater plant.  The proposal would involve blending Chatham’s biosolids with Danville’s biosolids to go through the same stabilization process.  The blended biosolids will ultimately be land applied following the rules and regulations set by Virginia DEQ, North Carolina DEQ, and the EPA.  The Danville Utility Commission recommended City Council approve this item at their August meeting.
The City owns a twenty-million gallon per day wastewater treatment plant near Anglers Park.  Inframark, formerly known as Severn Trent Environmental Services, has been the plant operator since 2013.  The City treats approximately eight million gallons per day of wastewater and is actively looking for new ways to utilize and increase revenues at the wastewater plant.  Inframark currently manages over 200 wastewater plants across 19 states.
Staff recommends Danville City Council authorize the City Manager to amend the current agreement with Inframark to include accepting biosolids from the town of Chatham, VA.
