Consideration of Amendment to the City Manager's Contract

The City Manager is requesting an amendment to his contract.
The City Manager is requesting Section 11 of his contract be amended to add the following:
C. The City Manager may, at his discretion, transfer the total assets he has accumulated in the North Carolina Local Government Employees’ Retirement System. Upon transfer of these assets, MANAGER shall be credited for time of service, on a month for month basis. The City Manager shall also be credited for any accumulated sick leave balance earned from local government employment in North Carolina for the purposes of credit toward service time working for the City of Danville.
The City Manager is also requesting Section 12 of his contract be amended to add the following:
Under Section 12 (B):
Change 4 months to 6 months.
Past City Managers have had the option to transfer their retirement assets from previous local government employment into the City of Danville's Employee Retirement System in exchange for credit for time of service. In addition, the previous City Manager's contract included six months of severance pay for termination "without cause." City Manager Ken Larking's contract does not allow for transfer of retirement assets and has a provision for just four months of severance pay for termination "without cause."
Mr. Larking is asking for an amendment to his contract so that these two provisions are substantially similar to the provisions previous city managers had in their contracts.
