The attached ordinance allows for variances from state laws and city ordinances in order to protect the health, safety, and welfare of residents and employees from the spread of COVID-19 while still providing for government operations to continue during this state of emergency. This resolution for City Councils and other public bodies incorporates transparency and public input, enabling public meetings to proceed virtually during this emergency.  
The COVID-19 coronavirus has disrupted all of our lives.  Local governments have the challenge to continue government operations during this time.  Residents and business expect City Council and all of its boards and commissions to govern.
The current framework of the Freedom of information act (FOIA) does not clearly anticipate the pandemic, which we are experiencing.  The Governor’s Directives, limiting gatherings of people, create an additional challenge to local officials as the City strive to conduct business in an open environment.
Local government must meet its obligations in a transparent, accessible, consistent manner, while following executive orders and state and federal directives to keep residents, Council members, and staff safe, and prevent community virus spread.
It is recommended that City Council approve the emergency ordinance to effectuate temporary changes in certain deadlines and to modify public meeting and public hearing practices and procedures to address continuity of operations associated with pandemic disaster.
