SUMMARY
A request has been filed by World Media Enterprises, requesting to rezone from OT-R, Old Town Residential to TW-C, Tobacco Warehouse District, Parcel ID#s 22511 and 26632, otherwise known as Grid 2718, Block 019, Parcels 000012 and 000011 of the City of Danville, Virginia Zoning District Map. The applicant is proposing to rezone to allow for a downtown parking lot.
BACKGROUND
World Media Enterprises has applied to rezone two vacant properties on Franklin Street from OT-R, Old Town Residential to TW-C, Tobacco Warehouse District. The applicant plans to develop a parking lot to serve nearby downtown properties.
 
Public records do not indicate any recent uses of either property, which remain undeveloped. The applicant also owns the adjacent property of 700 Monument Street, which is currently used as office space for the Danville Register and Bee.
 
The current OT-R district is intended to permit medium density housing. The proposed TW-C District is intended to permit mixed-use redevelopment of the historic downtown tobacco warehouse area. The City has targeted this area for mixed-use development, such as permitted in the TW-C District.

At their June 10, 2019 meeting, the Planning Commission voted 6-0 (Commissioner Jones was absent) to recommend approval of the request.
RECOMMENDATION
It is recommended that City Council adopt an Ordinance rezoning from OT-R, Old Town Residential to TW-C, Tobacco Warehouse Commercial District, Parcel ID#s 22511 and 26632 otherwise known as Grid 2718, Block 019, Parcels 000012 and 000011 of the City of Danville, Virginia Zoning District Map.
