"Conditional" Rezoning from N-C, Neighborhood Commercial and S-R, Suburban Residential to "Conditional" NT-R, Neo-Traditional Residential District

A request has been submitted by Habitat for Humanity for a "Conditional" Rezoning from N-C Neighborhood Commercial and S-R Suburban Residential to "Conditional" NT-R Neo-Traditional Residential District, Parcel ID#s 59958 and 51032, otherwise known as Grid 2918, Block 004, Parcels 000033 and 000018 of the City of Danville, Virginia Zoning District Map.
The Danville-Pittsylvania County Habitat for Humanity has applied to rezone approximately five (5) acres of land to the "Conditional" NT-R, Neo-Traditional Residential District. The applicant seeks to subdivide approximately 2.7 acres from Parcel ID# 59958 in the N-C, Neighborhood Commercial District. The applicant also seeks to subdivide approximately 2.4 acres from Parcel ID# 51032 in the S-R, Suburban Residential District. The applicant wishes to then consolidate the parcels before developing housing.
The land is being donated to Habitat for Humanity from St. Luke’s United Methodist Church. The Church currently uses the western portion of Parcel ID# 59958 as its primary place of worship. Records suggest the portions of land being dedicated have never been developed.
The NT-R District is designed to allow compact, single-family residential communities. As a planned development in this district, the housing will be subject to community open-space requirements. This is demonstrated in the Conceptual Master Plan, included with the application.
As proposed, the development will need new roads. For previous projects, developers pay the cost of construction, dedicate land to the public right-of-way, and are reimbursed by the City.
At their June 10, 2019 meeting, the Planning Commission voted 6-0 (Commissioner Jones was absent) to recommend approval of the request, subject to the proffered conditions. The proffer restricts the rezoning to the land being donated to Habitat. This condition would prohibit the rezoning from applying to the entire parcels. Instead, the rezoning would be contingent on the subdivision and consolidation, as indicated with the application
It is recommended that City Council adopt an Ordinance rezoning from N-C, Neighborhood Commercial and S-R, Suburban Residential to "Conditional" NT-R, Neo-Traditional Residential District eastern portions of Parcel ID#s 59958 and 51032, otherwise known as Grid 2918, Block, 004, Parcels 000033 and 000018 of the City of Danville, Virginia Zoning District Map.
