CL-2362 Work Session   Item #: B.
Meeting Date: 08/04/2020
Subject:    Purchase of the Schoolfield Reservoir from the Industrial Development Authority
From: Jason Grey

Work Session:    08/04/2020
Due to various water quality events on the Dan River in 2014, City staff started investigating ways to minimize or eliminate any issues on the Dan River by adding off-river raw water storage.  The former Dan River Textiles reservoir is located in close proximity to the City's Water Plant on Memorial Drive, and could produce up to four days worth of storage if necessary.  Staff has spent the past twelve months completing the engineering necessary to design a system to incorporate the Schoolfield reservoir into our daily treatment process.  The off-site storage will assist City staff during any taste and odor events, but will also be a resource during heavy rainfall events when treatment costs increase due to higher turbidly water.  The City provides water service to approximately 17,000 City customers and to parts of Pittsylvania and Caswell counties.
As part of the raw water impoundment capital improvement project, the City will need to purchase the 7.57 acres at the Schoolfield reservoir to provide up to four days of raw water storage.  The project engineering is complete, and the construction and equipment bids are ready to be issued.  The Danville Industrial Development Authority approved transferring the property to the City for $80,000 at an earlier meeting.  Staff anticipates closing costs to not exceed $5,000.
It is recommended that City Council approve purchasing 7.57 acres IDA property at the Schoolfield reservoir for $85,000 in order to provide an off-site source of raw water to the City.
