Airport Rehabilitation Projects

The Federal Aviation Administration and the Virginia Department of Aviation have approved grant funds to rehabilitate pavement infrastructure at the Danville Regional Airport. Federal and state funding will be provided to rehabilitate the terminal apron. In addition, state funding will be provided to assist with crack sealing, remarking the primary runway, and to rehabilitate an additional taxi-lane section located in the t-hangar area. Due to the scope of work associated with the apron rehabilitation project, which involves expanding the apron and a full scale rehabilitation of the tie-down area, it is anticipated the project will begin in October 2019 and conclude during the spring of 2020. However, the vast majority of the terminal apron pavement will be milled and repaved and should be completed by the end of 2019. The t-hangar taxi-lane rehabilitation project and maintenance work associated with the primary runway is expected to be completed during the fall of 2019.
Bids were received in June 2019 to rehabilitate the terminal apron. Also this summer, bids were received to complete drainage modifications, crack seal and remark the primary runway, and a change order amount was requested from a contractor to rehabilitate an additional taxi-lane section located in the t-hangar area. The Federal Aviation Administration and the Virginia Department of Aviation will provide funding to rehabilitate the terminal apron, which is expected to start before the end of October and conclude during the spring of 2020. State funding will be provided to assist with completing maintenance work to the primary runway and to rehabilitate an additional taxi-lane section in the t-hangar area. Local funding is not needed to complete maintenance work for the primary runway since reprogrammed funds were set aside to complete possible repair requirements.
The apron rehabilitation project and t-hangar taxi-lane rehabilitation project were included in the FY 2019 Capital Improvement Plan and the maintenance work for the primary runway was identified in the FY 2020 Capital Improvement Plan. These funds are considered reprogrammed funds also. Construction activities for the t-hangar taxi-lane project and primary runway project are expected to be completed by November 2019. The bid amount received for the apron rehabilitation project was greater than identified in the FY 2019 Capital Improvement Plan since the project was rebid in 2019 after the airport received notice in 2018 that federal funding was not available to complete the project last fiscal year.
It is recommended that City Council approve an ordinance appropriating federal and state aviation grant funds and local matching funds for the apron rehabilitation project and t-hangar taxi-lane project.
