SUMMARY
Each year the City of Danville applies for federal Older Americans Act funds, and state transportation funds in association with the Southern Area Agency on Aging to provide transportation services for senior citizens, ages sixty and over, residing in the City of Danville and certain designated areas outside the City limits.  For the period July 1, 2019, through June 30, 2020, the Danville Transit System completed 13,686 one-way trips for seniors that were invoiced to the Southern Area Agency on Aging.  Total senior ridership decreased 24% during this timeframe compared to the previous year due to the pandemic. 

Additional funding is available during FY 2021 to provide transportation service for seniors due to the receipt of CARES Act funds by the Southern Area Agency on Aging.  This summer the transit system gained approval from the Southern Area Agency on Aging to modify the number of shopping trips that can be completed on a monthly basis to facilitate increased passenger activity. 
BACKGROUND
The Transportation Services Department requests the appropriation of Title III-B Older Americans Act Grant funds for the federal fiscal year October 1, 2020, through September 30, 2021, in the amount of $53,164 from Title III-B funds, $46,615 in Title III-B Carryover funds due to the receipt of CARES Act funds, $23,917 in State Transportation Funds and Program income of $2,000 for transportation services.

The Ordinance includes an appropriation for in-kind services for the Title III-B Older Americans Act Grant in the amount of $380,790.  These charges are appropriated in the Transportation Services budget as well.  The appropriation for in-kind service is necessary for administrative and reporting purposes and to complete operational and supervisory duties to support the Senior Transportation program and includes in-kind revenues and equal in-kind expenditures in the Special Grants fund.
RECOMMENDATION
It is recommended that City Council approve the attached Ordinance appropriating the Title III-B Older American Act Grant funds from the Southern Area Agency on Aging for FY 2021.
