SUMMARY
The Virginia Juvenile Community Crime Control Act (VJCCCA) requires the locality to develop and submit a plan outlining how the City will serve juvenile offenders before intake on complaints, or from the court, on petitions alleging the juvenile is delinquent, in need of services, or in need of supervision, with allocated funds.  The locality's plan and funding was approved for Fiscal Year 2023.  The VJCCCA Plan for Fiscal Year 2023 will continue to provide the Electronic Monitoring and Outreach Detention Programs.  It is projected that 6 juveniles will be served in the Outreach Detention Program and 55 juveniles will be served in the Electronic Monitoring Program.  The plan will also offer the Youth Gang Violence Prevention Programs for Department of Juvenile Justice youth and others in the community at risk of gang violence.  It is projected the program will serve 16 youth in these programs.  In addition, the plan offers online intervention programs through 3rd Millennium Classrooms in the areas of Substance Abuse Education, Shoplifting/Larceny Reduction, and Anger Management.  It is projected that 32 juveniles will participate in these courses.   During Fiscal Year 2023, the City will receive $86,999 from the Department of Juvenile Justice to support the delivery of programs and services to juvenile offenders.  The City will provide a match of $39,830.  The total allocation to operate the VJCCCA programs is $126,829.
BACKGROUND
In 1995, the General Assembly enacted the Virginia Juvenile Community Crime Control Act (VJCCCA) which appropriated additional funds to localities to implement non-secure detention programs and services to meet the needs of juveniles involved with the Juvenile & Domestic Relations Court Services Unit.  The City has been the recipient of VJCCCA funds since its inception.  The VJCCCA funding allows the W. W. Moore, Jr. Detention Home to operate an Electronic Monitoring and Outreach Detention Program and provide other identified services based on the needs of the juveniles referred by the Danville Juvenile & Domestic Relations Court and the community.  Without these programs and services, it is possible many of the juveniles would be placed in secure detention or an out-of-home placement, resulting in a greater cost to the locality.
RECOMMENDATION
It is recommended that City Council approve the attached Ordinance appropriating funds to operate non-secure detention programs to provide services for offenders in the Juvenile Justice System and other juveniles at risk of offending.
