Subject:    Multi-Jurisdictional Hazard Mitigation Plan for West Piedmont Planning District Communities

SUMMARY
The City is required to participate in a regional disaster mitigation plan to continue to receive certain Federal disaster assistance. The original plan, adopted in 2006, is required to be updated every five (5) years, and was last updated in 2016. The City has participated with the West Piedmont Planning District Commission (WPPDC) to update this plan and is recommending that it be adopted to maintain the City's ability to qualify for certain Federal disaster assistance. 
BACKGROUND
The Disaster Mitigation Act of 2000, as amended, requires that local governments develop and adopt, as well as periodically update, natural hazard mitigation plans in order to receive certain Federal disaster assistance. The original West Piedmont Multi-Jurisdictional Hazard Mitigation Plan was adopted by Danville City Council by Resolution 2006-05.07 on May 16, 2006, and updated by Resolution 2016-12.06 on December 20, 2016.  This plan is required to be updated every five (5) years by the participating localities. Earlier this year, the West Piedmont Planning District Commission (WPPDC) hired a consulting firm to update this plan. Staff representatives to the WPPDC were Ken Gillie, Director of Community Development and Tim Duffer, Deputy Chief Danville Fire Department. 

The major issues facing the Danville area are storm related such as snow, ice and flooding. The plan makes recommendations on ways the City can be better prepared for these events. The plan does not include any mandates that the City implement the recommendation. The Plan must be adopted by the localities within the WPPDC for continued disaster planning funding. 
RECOMMENDATION
It is recommended that City Council approve the attached Resolution adopting the West Piedmont Multi-Jurisdictional Hazard Mitigation Plan, dated February 2022.
