Consideration of Granting a Special Use Permit at 424 Memorial Drive (Parcel ID#s 21344 and 21322).

Special Use Permit Application PLSUP 2021-152, filed by the Alexander Company on behalf of 424 Memorial Drive LLC and the Industrial Development Authority of the City of Danville, requests a Special Use Permit for residential and commercial uses permitted by right with lot frontage on the Dan River in accordance with Article 3.L Section C.11. of the Danville Zoning Ordinance, at 424 Memorial Drive (Parcel ID# 21344 and 21322). The applicant requests a Special Use Permit for a mixed-use development in the TW-C Tobacco Warehouse Commercial Zoning District.
This project rehabilitates the “White Mill” building at 424 Memorial Drive with a level of parking, a level of approximately 110,000 square feet of commercial space, and three (3) residential levels with up to 250 one (1), two (2), and three (3) bedroom apartment units. The Planning Commission, at their May 10, 2021 meeting, voted 7-0 to recommend approval of Special Use Permit Application PLSUP2021-152.
The Planning Commission recommended that City Council adopt an Ordinance granting a Special Use Permit for residential and commercial uses permitted by right with lot frontage on the Dan River in accordance with Article 3.L Section C.11. of Danville Zoning Ordinance, at 424 Memorial Drive Street (Parcel ID# 21344 and 21322) with the following conditions:
The development’s parking program includes no less than four (4) electric vehicle charging stations; and
The development provides no less than six (6) bicycle parking spaces.
